Tusayan Council Selects Kinney Construction for Town Hall Project

September 28, 2026

The Tusayan Town Council has taken another major step toward development of a new Town Hall, unanimously accepting a review panel’s recommendation to select Kinney Construction Services as construction manager at risk for the project.

The decision came during a special council meeting Sept. 22 devoted largely to the Town Hall project.

Three firms submitted qualifications: Loven Contracting, Haley Construction Company and Kinney Construction Services. A five-member review panel evaluated the proposals using criteria established in the RSOQ and a scoring matrix with a maximum of 100 points.

Kinney received the highest average score at 95, followed by Loven Contracting at 91.2 and Haley Construction at 82.

Town Manager Greg Clifton told the council that all three proposals were strong and that choosing among them was not easy.

“Again, very high scores, which evidences very quality submittals,” Clifton said during his presentation.

The review panel included Councilmembers Andrew Aldaz and Josh Collet, architect Michael Taylor, Town Engineer Jack Moody and a community representative. Michael Darrow had been scheduled to serve as the community member but was unable to participate because of flooding and resulting water infrastructure issues. Clifton filled in for him.

Clifton said the panel met Sept. 4 to discuss the proposals, with individual score sheets collected and the evaluation completed by Sept. 7.

Clifton thanked all three companies for participating, noting the amount of work that went into their submissions as well as attendance at a pre-submittal site meeting.

“The submittals were well done,” he said. “Obviously, a lot of work and diligence went into them.”

The council then voted unanimously to adopt the committee’s recommendation. Councilmember Josh Collet made the motion and Vice Mayor Greg Brush seconded it. No council member opposed the motion.

Mayor Clarinda Vail also thanked the companies and members of the review panel, calling the Town Hall project “a really big step for our community” and recognizing the work completed within a relatively short timeframe.

Representatives of two of the competing firms also addressed the council following the vote. Jillian Haley of Haley Construction thanked the town for the opportunity and wished Tusayan well with the project. Tim Kinney of Kinney Construction thanked the council and said his company looked forward to “a wonderful project.”

No members of the public spoke on the Town Hall selection before the vote. After completing the action item and providing another opportunity for public comment, the council adjourned.
