Tusayan council approves contract for new Town Hall construction manager
October 16, 2026
Plans for a new Tusayan Town Hall moved another step forward Oct. 13 when the Town Council approved a contract with Kinney Construction Services to serve as construction manager at risk.
The approval is subject to legal review. Kinney was selected through a competitive qualifications process at a Sept. 22 special meeting.
Town Manager Greg Clifton told council members the project schedule as aggressive but realistic.
Clifton also discussed a provision intended to reward cost savings involving unused contingency funds under a future guaranteed maximum price. He said the arrangement could provide an incentive to keep construction expenses down.
The construction manager at risk model brings the contractor into the project during design, allowing the firm to work with the town’s architect and engineers before construction begins.
